Job Title: Senior Program Officer

Essential Duties and Responsibilities
- Work with the Deputy Chief of Party to ensure the design and implementation of a high-quality and comprehensive HIV prevention, treatment, and care program by providing relevant guidance to state teams and regional office teams.
- Support the coordination of staff and local partners through periodic technical trainings, regular field visits, sharing of best practices, and developing external linkages as appropriate.
- Coordinate the development of biannual milestones for HALG HIV/AIDS intervention, as well as a detailed biannual work plan and budget for activities for project states and country support in the areas of HIV/AIDS/STI prevention, treatment, care, and support.
- Coordinate the work of the HIV/AIDS technical staff in the development of effective and efficient action plans for their particular areas, such as HIV/AIDS prevention, treatment, and care.
- Conduct and supervise periodic assessments to identify specific HIV/AIDS technical needs and gaps of HALG and local partners’ staff.
- Identify local and international opportunities for bridging those gaps through relevant staff trainings.
- Work closely with the Finance Department for effective use of budgets and coordinate with Technical teams on budget management of the program budget to deliver quality results.
- Monitor the activities and progress of field activities with particular attention to lessons learned for dissemination. Compile monitoring reports with recommendations for follow-up action to improve program quality.
- Work collaboratively with the technical teams to prepare program guidance and strategic documents such as the Annual Project Planning and Strategic Planning.
- Provide programmatic and administrative support to the teams in the implementation of TA support to the ACE 6 project.
- Support the team in planning implementation, monitoring, evaluation, and reporting of activities focused on the achievement of the goals of the project.
- Ensure adequate and timely activity implementation through periodic work plan review, monitoring of expenditure, and initiating corrective actions to mitigate financial risk to the organization and adherence to donor and organizational policies and guidelines.
- Maintain program monitoring checklists and budget tracking tools to effectively supervise deliverables and burn rate of project activities based on approved work plan.
- Support advocacy and engagement with stakeholders and gatekeepers including consortium partners and stakeholders on critical issues to get buy-in for smooth operationalization.
- Review, collate and submit routine (weekly, bi-weekly, monthly, and quarterly) progress reports from sub-teams.
- Facilitate filing of accurate documentation and maintain a database of all progress reports, internal and external meetings, etc.
- Coordinate the development and implementation of a knowledge management plan.
- Manage, develop, and maintain a standardized system to organize, document, archive, and disseminate knowledge gained from the ACE 6 project.
- Coordinate development and regular update of the project’s overarching brief, including areas of focus, capabilities, and success stories.
- Coordinate with project staff to synthesize and make available strategic information across teams and focus areas for internal or external dissemination and archiving.
- Facilitate the development, collation, and review of content for project materials including reports, briefs, newsletter, and other relevant publications from draft to final document copyedits including infographics, diagrams, and illustrations.
- Ensure compliance with established organizational and donor policies and procedures related to the production of reports, briefs, newsletter, and other relevant project publications.
- Perform any other duties assigned.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required:
Education and/or Experience:
- B.Sc./BA/MSc. in Public Health, Business Administration, Medical Sciences, Behavioral or Social Sciences, or its recognized equivalent,
- At least 5 years relevant experience in international development programs, including HIV program planning and implementation at the community or state level, working with public and NGO sectors.
- Extensive knowledge of health and development programming in developing countries.
- Working knowledge of major donor policies (USAID) as well as international not-for-profit organizations.
- Ability to organize systems to monitor administrative and implementation results.
- Excellent stakeholder engagement, community mobilization, and advocacy skills.
- Excellent interpersonal skills with the ability to work as a team member.
- Demonstrated experience and excellent programmatic knowledge in areas of HIV prevention, care and treatment services, capacity building, and public health.
- Demonstrated experience in supervising program staff, designing projects, prioritizing and setting realistic work plans and timelines, and evaluating work plan progress appropriately.
- Experience working with senior government officials and donor agency representatives.
- Ability to guide strategy development, manage project implementation, and lead a team.
- Strong negotiation and relationship-building skills with Ministries of Health or other institutions.
- Ability to travel for extended periods within the country to support technical activities.
- Proven ability to coordinate a multi-sectoral development project.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

- Other software routinely used by Heartland Alliance.
