Purpose
- Conduct a short-term technical and lead writer consultancy on Project HOPE’s behalf in Nigeria for the USAID Health Information Systems and Digitization Activity.
- The consultant will provide technical input, strategy design, and proposal writing services to develop a comprehensive proposal by the USAID submission deadline.
- The period of performance is from September 1, 2024 for 1 month.
Overview:
- Project HOPE is exploring business opportunities in Nigeria to grow our presence and our activities in the country. In line with our global strategy, we are developing a proposal application for USAID/Nigeria’s Health Information Systems and Digitization Activity notice of funding opportunity.
Specific Activities
- The consultant will represent Project HOPE as the proposal’s technical lead and lead writer and work closely with the proposal manager to identify needed input from consortium partners.
- Work collaboratively with the Business Development team and regional program team to provide technical input and writing services.
- Provide the main technical write up of Project HOPE’s proposal submission.
- Produce annotated outline for review and approval according to proposal calendar.
- Coordinate inputs from subject matter experts and consortium partners to prepare material for the proposal, including interviewing technical experts and/or reviewing and revising text prepared by technical experts.
- Deliver and finalize draft technical components according to the agreed schedule. The proposal components that the consultant will be responsible for completing include the following:
- Executive Summary (2 page maximum)
- Technical Approach and Plan to Achieve Intended Results (20-25 pages)
- The consultant will also provide input on the management and staffing plans.
- Submit first draft to review team.
- Compile input from review team on the first draft in a two to three-day time period.
- Submit second draft to review team.
- Compile input from review team on the second draft in a two to three-day time period.
- Submit third draft to review team.
- Compile input from review team on third draft and send to Business Development Manager as well as regional team for final review and editing.
- Attend proposal development meetings/workshops and partner meetings as requested.
- Work with proposal development team on deliverables.
- Other duties as assigned.
Requirements
- Bachelor’s Degree in relevant field +15 years of relevant experience, or Master’s Degree in relevant field +10 years of relevant experience, or Ph.D in relevant field +7 years of relevant experience
- Knowledge of the international development industry and donors, specifically USAID required
- Experience writing winning technical proposals in the field of international development, with preference given to one or more of the following in Health information systems, digital health, etc.
- Strong writing, editing, and proofreading skills
- Knowledgeable in using/adhering to GPO, APA, and/or Chicago style manuals
- Ability to work autonomously and in team environment under critical deadline pressures
- High level of proficiency in MS Office applications
- Strong organizational skills that demonstrate a high level of accuracy and attention to detail
- Writing and/or editing sample will be required.
